This isn't for me, i'm asking on behalf of someone else.
He's 15, and he's been told by the doctors his bones are the form of a 17 year olds, though they say he does have a little more room to grow. He's around 5' and his height is causing depression, teasing, etc. So we've thought a lot about growth hormone injections. Would these work at 15? Even if he's bones are 2 years older than his real age, but still with a little room to grow? Just an inch or two would greatly help him. We're trying everything else, like stretches and healthy eating for the mean time until we know more about this.

If this were my son, I would try Vitex capsules for about 3 months. They are hormone balancers, won't hurt him and even help clear up adolescent acne and mood swings. Might do the trick. Easy to find at any health food store.
More likely, he has inherited a genetic tendency to be less than average height. Look at the grandparents, aunts and uncles on both sides of his family. Perhaps some professional counseling will help him accept himself and focus on his positive attributes, like strength, intelligence, talent and good character.
